Charlie Helms, CEO and Harbormaster of the Crescent City Harbor District, received a trophy and plaque from the California Association of Harbor Masters and Port Captains Board as both its Harbor Master of the Year and its Port Captain of the Year! Crescent City Harbor District is fully committed to providing accessible facilities, elements and
