REQUEST FOR PROPOSALS
Grant Manager Services
The Crescent City Harbor District (“District”) is soliciting proposals from qualified Grant
Manager firms to assist the District in the oversight of the construction of the seawall and
Citizens’ Dock.
The Grant Manager will oversee the full lifecycle of the District’s MARAD grant funding,
including award setup, financial management, compliance, reporting, stakeholder coordination,
contractor and subrecipient oversight, risk management, and grant closeout. The Grant Manager
will work directly with the Harbormaster/CEO and in coordination with District staff and project
contractors to identify required information and documentation, provide regular project updates,
and identify issues or hazards that may affect successful performance of the grant-funded work.

Proposal Submission Deadline:
All proposals must be received by the Crescent City Harbor District no later Tuesday,
June 2, 2026, at 3 p.m.
Late submissions will not be considered.
The district reserves the right to reject any or all proposals and to waive any irregularities or
informalities in the proposal process.
